Commissioner Graeme Head

Graeme Head was appointed in December 2017 to lead the NDIS Quality and Safeguards Commission. With a long and distinguished career in public administration and public policy, he has been the chief executive of a Commonwealth agency and three New South Wales government agencies – notably as the inaugural Public Service Commissioner for six years. Serving as a deputy secretary in both NSW and the Commonwealth, his experience spans policy, regulatory and central agencies, with a focus on social policy, environmental policy, and public sector employment. Graeme is a Fellow of the Institute of Public Administration and was made an Officer in the Order of Australia at the 2019 Australia Day Honours.
Dr Jeffrey Chan

Dr Jeffrey Chan is the National Senior Practitioner with the NDIS Quality and Safeguards Commission. Having worked in human services for nearly 30 years in both government and non-government settings, he has held two inaugural statutory roles in Victoria and Queensland, protecting the rights of people with disability subject to restrictive practices. Dr Chan is Adjunct Professor at the University of Queensland’s School of Education and a Finalist in the Australian Human Rights Award 2010 for his work in protecting the rights of people with disabilities subjected to restrictive interventions.
Dr Michelle Karen Funk
Unit Head of the WHO Policy, Law and Human Rights team

Dr Michelle Funk is the Unit Head of the WHO Policy, Law and Human Rights teams. She is responsible for cross cutting work related to policy, planning, service development, human rights and legislation across the mental health, brain health and substance use units of the Department of Mental Health and Substance Use. Dr Funk leads the WHO Quality Rights Initiative which builds capacity of stakeholders to understand and promote human rights and recovery approaches. Additionally, they also support countries to develop services, policies and laws in line with international human rights standards. Dr Funk holds a Masters degree in Clinical Psychology from the University of New South Wales and a Postdoctoral degree in Public Health from the University of Sydney, Australia.
Ms Debra Hamilton
Mental Health Advocate and Lived Experience Researcher


Debra Hamilton has worked as a lived experience mental health advocate for too many years. She has extensive knowledge of the NDIS and has been active in various mental health NDIS committees and projects to improve the NDIS psychosocial pathway. She has an NDIS package and is currently undertaking a PhD looking at choice and control for NDIS participants through the University of Sydney. Debra was an active participant in developing the MHCC’s ‘Reimagine’ website to assist people with a psychosocial disability to navigate the NDIS. She sits on various committees, including Wellways Clinical Governance and Safety Committee, and the Pharmacy Guild (On behalf of the National Register of Consumers and Carers). Her background includes working both as a registered nurse and a doctor interested in bioethics, emergency medicine and palliative care. She also works casually for Community Disability Alliance Hunter (a peer-run NGO) as a facilitator and peer mentor.

Host of the Embracing Change webinar series for the MHCC, Daniel has made regular appearances on stage as an event MC, on camera as a webinar host, and behind the mic as a radio presenter. Daniel has worked with the MHCC since 2019 in his role at Australian tech company Redback Connect.
