Quality & Outcomes
The quality and outcomes role of MHCC is to equip NGOs with systems and staff development so they can better evaluate their own programs to show that they are providing appropriate services and achieving the outcomes that their programs intend.
The Outcomes Through NGOs Initiative
This is an ongoing period of research and consultation from 2006 to explore the feasibility of a sector-wide approach to:
- Routine Consumer Outcome Monitoring (RCOM) (Link to background Mapping the difference discussion paper)
- A sector Minimum Data Set (MDS). (Link to Information Strategy discussion paper)
Together, such developments enable NGOs to collect information at the consumer, program and organisation levels so they can better describe their service activity and the outcomes experienced by consumers.
What is Routine Consumer Outcome Monitoring?
Basically RCOM is the use of validated consumer outcome tools (such as particular health and lifestyle questionnaires) on a repeated basis to monitor consumer wellbeing. MHCC is now helping NGOs to implement RCOM using their existing or recently upgraded information systems in applying a range of worker-rated and consumer-rated outcome measures.

MHCC is helping the sector implement Routine Consumer Outcome Monitoring by rolling out “Mapping the Difference We Make” Workforce Support Program which is a 4-phase training program with resources.
